The Ministry of Land, Infrastructure and Transport plans to change the special supply (special operation) standard for public housing for multiple children to 2 children by the end of this year and also consider relaxing the special operation standard for private housing.
The Ministry of Public Administration and Security plans to revise the Local Tax Special Treatment Restriction Act so that the automobile acquisition tax exemption and reduction benefits, which were previously provided only to three-child households, can be provided to two-child households.
The Ministry of Culture, Sports and Tourism plans to unify the standard for multi-child discount benefits at national cultural facilities such as the National Theater and museums to 2 children, and to accept family relationship certificates as supporting documents in addition to the multi-child preferential card.
We are also considering introducing a fast track system that allows infants and toddlers to enter the exhibition first.
The Ministry of Education plans to include households with multiple children in the support for elementary child care classes, and the Ministry of Gender Equality and Family plans to reduce the burden of child care by providing additional discounts on out-of-pocket costs for child care services depending on the number of children.
Local governments are also helping to expand benefits for multiple children.
Each local government plans to improve elementary, middle, and high school education expenses, which were mainly supported starting from the third child of households with three or more children, to supporting starting from the first child or households with two children.
Busan and Daegu cities have revised their ordinances and changed the standard for multiple children to two children from October of this year and January of next year.
Accordingly, the standard for multiple children in 17 metropolitan governments across the country is effectively unified to ‘two children’.

Separately, at the Social Relations Ministerial Meeting on this day, the government announced the ‘Plan to improve the educational competitiveness of international students’ to attract 300,000 foreign students, the ‘Plan to develop secondary vocational education’ based on strengthening the competitiveness of vocational high schools, and the 2023 United Nations Framework Convention on Climate Change (UNFCCC). Weekly holding plans were also discussed.
Among these, the secondary vocational education development plan will be announced separately after deliberation by the Social Relations Ministerial Meeting within this month.
In response to social and economic changes, the Ministry of Education plans to increase the competitiveness of meister high schools and specialized high schools and foster schools desired by the educational field and industry, while also upgrading industry-academia cooperation so that students seeking employment can receive high-quality practical education.
