건축물의 대지와 도로The statutory interpretation of the Ministry of Government Legislation is a system that presents guidelines for uniform interpretation of statutes for the execution of statutes and administrative operations within the administration.
Therefore, we would like to inform you that there are cases in which the central administrative agency in charge of the law may execute differently in consideration of specific facts.

In addition, since the statutory interpretation of the Ministry of Government Legislation is for the statutes at the time of the statutory interpretation, if the contents of the statutes related to the statutory interpretation are changed, such as revision of the statutes to be interpreted after the statutory interpretation, the contents of the statutory interpretation of the previous statutes may not match the current statutes, so please refer to the current statutes.
In addition, according to Article 101 of the 「Constitution」, the judicial power belongs to the court, so Articles 26, Paragraph 8, Paragraph 2 and Paragraph 11, Paragraph 2 of the 「Regulation on Operation of Legislative Affairs」 stipulate that the Ministry of Government Legislation cannot interpret laws and regulations if there is an “established precedent.”
Therefore, if there is a final judgment of the court that differs from the statutory interpretation of the Ministry of Government Legislation, please refer to the final judgment of the court.
