:: What is the National Tomorrow Learning Card??

The National Tomorrow Learning Card is a system that supports people to participate in vocational skill development training by issuing a Tomorrow Learning Card and supporting a certain amount of training costs regardless of whether they are unemployed, employed, or self-employed.

 

It is a system that encourages those who are financially burdened with learning to continue learning and receive training without frustration. If you think of it as a program that allows you to acquire a specific certification at low or free of charge with a card that provides a subsidy from an affiliated operating institution, I think it will work.

 

 

 

 

 

Until 2019, cards for job seekers and employed people could be issued separately, but from 2020, the Tomorrow Learning Cards for job seekers and employed people were integrated into the ‘National Tomorrow Learning Card’. This is said to be because as the types of workers, such as special workers, self-employed people, and part-time workers, become more diverse, the number of cases in which they cannot receive vocational training has increased.

 

 

 

:: Eligibility to apply for National Tomorrow Learning Card
▶ Support target

– Anyone can apply for the National Tomorrow Learning Card.

 

Previously, it was issued mainly to small and medium-sized businesses and non-regular workers, but now workers with more than a certain amount of money, such as civil servants who want vocational training, current students, and those eligible for private school pensions, can also apply. (I think public officials should look into it carefully depending on the situation)

– Self-employed people with annual sales of KRW 150 million or more

– Employees of large corporations with monthly wages of 3 million won or more (under 45 years of age)

:: National Tomorrow Learning Card support limit and validity period

 

▶ Support limit: 2 to 3 million won -> Changed to 3 to 5 million won

– Training cost support of 3 to 5 million won per individual.

– In principle, you must bear a portion of the training costs yourself.

 

※ Training participants must pay a portion of the training fee themselves.
(Self-payment ratio is the same for the unemployed, employed, and self-employed)

– There is no out-of-pocket cost for specialized courses such as low-income groups, national strategic industry occupations, and course evaluation-type qualification courses.

– The level of self-payment varies from 15 to 55% depending on the employment rate by occupation, etc.

– Additional 5%p self-payment (general office work, accounting, nursing assistant, food cooking, crafts, barista, baking, beauty, cultural content production, nursing assistant)

 

 

 

 

 

 

– First, a training fee of 3 million won will be supported, and considering the level of personal income, an additional 1 million to 2 million won will be provided if applied by vulnerable groups such as low-income people and non-regular workers.

3) Workers in employment crisis areas and special employment support industries – KRW 1 million

2. Register public certificate and log in!

 

 

 

 

If you have registered as a member, log in and go to MY Service -> Member Service Management -> Register/Change Public Certificate tab, register the public certificate, and then log in with the public certificate.

▶ Precautions

1. If you are not eligible for support from the National Tomorrow Learning Card or are excluded from support, but are issued a card while hiding it, the card issuance will be cancelled, and you will be subject to restrictions on the return and additional collection of subsidized training expenses, restrictions on taking classes, support, and loans, etc. You may be subject to administrative action.

 

2. You must carry your National Tomorrow Learning Card, and you must personally check your attendance at the start and end of each training day.

 

3. If you drop out of the training course or are re-appointed without unavoidable reasons such as illness, a certain amount (KRW 200,000 for 1 time, KRW 500,000 for 2 times, KRW 1 million for 3 or more times) will be deducted from your account.

1. Is there any age limit for issuing the National Tomorrow Learning Card?

– The National Tomorrow Learning Card is available to those under the age of 75.

 

 

2. What specific vocational training courses can I take?

– The National Tomorrow Learning Card is supported when you have taken a training course that has gone through the review and evaluation process of the Vocational Competency Review and Assessment Service, and specific courses can be confirmed through HRD-Net.

– Training for purposes other than employment, such as hobbies or pure self-development, is not permitted, and specific employment plans after training will be confirmed during the employment center consultation process.

 

 

3. Can I be exempt from paying out of pocket?

– Vulnerable groups and specialized training are eligible for exemption or reduction of self-payment.

– Specialized training such as national strategic industrial occupations, training of leading manpower for the 4th industrial revolution, specialized general high schools, and course evaluation-type qualification courses are exempt from out-of-pocket expenses.

– Participants in the Employment Success Package Type 1 are not charged any out-of-pocket costs (however, if they participate in a course with an employment rate of less than 40%, 20% will be charged)

– EITC recipients receive a 50% reduction in self-payment rate

 

 

4. Does the changed out-of-pocket rate apply to card issuers before December 31, 2019?

– Regardless of the time of card issuance, the changed out-of-pocket rate will be applied to all trainees participating in training courses starting after January 1, 2020.

 

 

5. Do people who have been issued an existing Tomorrow Learning Card need to obtain a new National Tomorrow Learning Card to participate in training after 20 years?

– You can use your existing Tomorrow Learning Card until the remaining expiration date.

– Therefore, a new National Tomorrow Learning Card cannot be issued before the expiration date. (The expiration date means the day one year has passed from the date of account issuance for both unemployed and employed Tomorrow Learning Cards.)

 

 

6. The validity period of the existing Tomorrow Learning Card is scheduled to expire in 2020. Can I receive a new National Tomorrow Learning Card?

– If the validity period of the Naeil Learning Card has expired, the existing issuing class can issue a new National Tomorrow Learning Card, but a grace period for issuance application is granted depending on the amount used on the existing card.

– Less than 1 million won: You can apply for the National Tomorrow Learning Card issuance after 3 months from the end of the validity period.

– Over 1 million won: You can apply for the National Tomorrow Learning Card issuance after 6 months from the end of the validity period.
