Perhaps because it is Korea’s representative service app, it has many functions that allow you to apply for and receive various things, so I’ve been using it a lot lately.
Once you set it up, you will use it more often than you think! The fact that ‘mobile resident registration card (ID) issuance’ is possible!

Since there are various civil service applications, I personally recommend installing it. In particular, the mobile resident registration card introduced this time requires you to run the app to use it, so it would be a waste to delete it after only using the civil service 🙂
Order of issuing mobile ID (resident registration card)
This is the main home of Government 24. Of course, you must log in to use the service. If you haven’t done so, tap the person icon (?) on the right and log in first.
It’s really fortunate(?) that logging in has become easier with simple authentication even without a public certificate 🤣
After logging in, if you scroll down a bit on the home screen, you will find the ‘Resident Registration Card Mobile Verification Service’. I’ll tap you.
If this is your first time using the screen, a pop-up window will appear. The key is that you can only use a smartphone in your own name! Please be aware.
They say you need to prepare a resident registration card, but you can do it even if you don’t have one. I’ll explain this later 🙂 Tap ‘Confirm’.
Continue verifying your identity. I verify my identity through my telecommunication company. Once authenticated, you will be asked to enter basic information for your resident registration card.
Fill in your name, resident registration number, and date of issuance.
Even though you usually remember your name and resident registration number, you often don’t know the date of issuance. This is why we are telling you that you need to prepare your personal resident registration card.

Through this method, you will be able to write the issuance date without a resident registration card. In fact, I left my ID card behind and registered my mobile ID card externally using this method 🙂
Once completed, tap ‘Confirm’ below.
After this, set a 6-digit password for your mobile resident registration card (ID card). If you set it up and register any device that supports biometric authentication below, you can use it more quickly and easily with Face ID, etc.

For safety, it will count for 30 seconds and must be reopened after the time has elapsed (to prevent forgery or tampering). You can use the authentication service by scanning the reader with QR, and you can also view details related to your identity by clicking the detailed information button below. Enter a password only when you need to display detailed information.

First of all, the key points are that ‘the Resident Registration Act has been revised’ and ‘it has the same effect as verification of a physical resident registration card.’
For detailed usage
1. Issuance of civil application documents and qualification certificate
2. Adult verification for convenience stores, restaurants, etc.
3. Certification for airports, ships, etc.
4. Authentication during interpersonal contracts and transactions
What’s interesting is the detailed method of use.
At airports and terminals, you will be recognized if you show the mobile ID screen above.
However, at convenience stores, there is a procedure in which the convenience store part-timer or store owner scans the QR on the mobile ID card to confirm.
In personal transactions, it is necessary to use the ‘Resident Registration Card QR Authenticity Check’ function in the Government 24 app to take a photo of the other party’s ID card and check it. Because it could be counterfeit, right?

Go to the Government 24 app home by tapping (=) Hamburger Menu at the top left – Service – Easy confirmation/guidance – Fact/authenticity confirmation – (bottom) Resident registration card mobile verification service.
Afterwards, if you press the ‘Check the authenticity of resident registration card QR’ button, the camera will be activated and you can take a photo of the other person’s QR. (How complicated…)
In conclusion (what is the problem?)
This is how to issue a mobile resident registration card (ID card).
I think there are two regrets.
The process of accessing Government 24’s mobile resident registration card takes a long time. (It is quite inconvenient to have to log in to the app every time.)
Although they are said to have the same effect, perfect compatibility is not possible.
If part 2 is a big problem, it is a problem.
I also contacted Kookmin Bank through its main number for banking services without a ID card. The response was, “Guidelines have been officially issued for mobile driver’s licenses (can be used), but no mobile resident registration cards have been issued yet.”
Additionally, he said, “I will call the branch to inquire,” so I decided to inquire about that separately and ended the call.
In conclusion, we are not yet 100% sure that it is available, so we recommend making a ‘phone inquiry’ to the service provider.
There are a few shortcomings, so my opinion is that a mobile driver’s license is still better, and I think it will be useful if you sometimes need your ID card and leave it at home. Honestly, having a lot of cards is too cumbersome haha.
