□ Starting this year, the city of Seoul will provide a ‘First Meeting Voucher’ voucher worth 2 million won per person to all children born this year. It is paid as a ‘National Happiness Card’ to the guardian of a born child, and can be used in various industries such as postpartum care centers, large supermarkets, department stores, and online shopping, excluding the entertainment, gambling, and leisure industries, to ease the financial burden of raising children in the early stages of life. You can.
□ The Seoul Metropolitan Government announced that it will always accept applications for ‘First Meeting Voucher’ vouchers online and offline. You can apply at the community center at the child’s resident registration address or online at ‘Bokjiro’ (www.bokjiro.go.kr) or ‘Government 24’ (www.gov.kr). All children born after January 1, 2022 are eligible, and payments begin on April 1 (Friday).
○ Applicants are families with a child born after January 1, 2022, and must receive a resident registration number after registering the birth.
○ Even if the parents’ nationality is foreign, the child can apply if the child’s nationality is Korean. Foreign-born children living abroad can also apply after receiving a resident registration number once their entry into and residence in the country is confirmed.
○ Online application is only possible if the child’s guardian is a parent; in other cases, such as a grandparent, the application must be made in person.
□ The ‘First Meeting Voucher’ voucher is a significant upgrade of the 100,000 won worth of ‘birth celebration supplies’ that the city has provided to birth families since 2018. Not only has the amount of support increased, but unlike the ‘birth celebration products’ that you receive by selecting from a set of items such as thermometers and nursing cushions, it is paid in the form of a voucher card, so it can be freely used for goods and services needed by the birth family.
○ The ‘First Meeting Voucher’ project is promoted through national, city, and district matching. 55.7% of the total budget is shared half and half between Seoul City and autonomous districts, and the remaining 44.3% is national funds.
□ The ‘First Meeting Voucher’ voucher usage period is one year from the child’s date of birth. The city requested that applicants apply with ample time, taking into account the payment decision deadline (within 30 days of application) and the voucher payment date (at the earliest the next day of application).
○ However, as an exception, the period of use for those born between January and March 2022 is from April 1, 2022 to March 31, 2023. Points not used within the period will automatically expire after the expiration date.
□ Meanwhile, families with births before January 1, 2022 will receive support for existing ‘birth celebration products’. Since the ‘Birth Celebration Supplies’ support project ends on March 31, parents and guardians of children who have not yet applied for birth Celebration Supplies must apply to the community center by this day to receive the items.
□ Kim Seon-sun, head of the Women and Family Policy Office of the Seoul Metropolitan Government, said, “We expect that the first meeting voucher policy will somewhat alleviate the financial burden of raising children in the early life of birth families,” and added, “All eligible citizens will be able to receive the benefits in detail without omission. “We will continue to actively promote it in the future,” he said.
